Objective: Support implementation planning for the Federal Indigenous Justice Strategy
RFP Summary:
The BC First Nations Justice Council (BCFNJC) is seeking a Costing and Implementation Consultant to support implementation of the Federal Indigenous Justice Strategy (FIJS). BCFNJC is preparing to host regional engagement sessions with First Nations, Elders, Knowledge Keepers, youth, and justice practitioners across BC to identify implementation priorities.
The FIJS represents a significant opportunity to advance First Nations-led approaches to justice, strengthen Indigenous legal systems and institutions, address longstanding gaps in services and supports, and support the exercise of First Nations jurisdiction and self-determination.
The successful proponent will assist the BCFNJC in translating validated engagement findings into practical implementation and costing analyses for priority areas identified through the engagement process. The work is intended to support future discussions with federal and provincial partners regarding the implementation of First Nations justice priorities and the investments required to support meaningful and sustainable implementation.
Scope includes developing costing estimates, an editable financial model, participation in BCFNJC’s October 2026 Justice Forum, and delivery of a final Costing and Implementation Report. Priority will be given to proponents with experience in Indigenous justice, public-sector costing, and intergovernmental initiatives; Indigenous-led teams are encouraged to apply.

Our head office is located in Syilx territory on land belonging to the Westbank First Nation. Members of our leadership team and Council work from there. Other staff work from home offices or from our Indigenous Justice Centres.
Our Council sets our strategic direction, oversees our policy and governance and ensures we have the resources we need to do this transformative work.
